Colin is the former Assistant State Treasurer of the Commonwealth of Massachusetts. In that capacity, Colin was responsible for all of the states borrowing needs from 2008 to 2015, issuing nearly $25 billion in bonds and notes during that time. During his tenure, the states debt program was honored for its innovation, including being awarded The Bond Buyers National Deal of the Year Award in both 2010 and 2014.

In 2013, under Colins direction, Massachusetts became the first issuer in the municipal bond market to sell Green Bonds. In 2014, the state introduced a new, dedicated bond sale program for retail investors called MassDirect Notes. As part of the MassDirect Notes program, bonds were offered to retail investors via an open-architecture electronic trading platform.

One of Colins largest initiatives was the development of the states enhanced disclosure program, which began in 2011. This included the launch of a comprehensive, dedicated investor website at www.massbondholder.com. The website provides more than 30,000 pages of downloadable documents, as well as interactive and analytical data features for investors. Massachusetts was awarded the 2013 National Federation of Municipal Analysts Industry Contribution Award for the website.

Prior to 2008, Colin worked as an Associate Director for Standard & Poors. Colin is a member of the GFOA, and served as vice chair of the GFOAs Debt Committee.

Colin earned his Master in Public Policy degree from Harvard University.
